Ioki Property (Chili Cook-Off Site)

Council reviewed potential uses for the Ioki Property and provided direction to pursue temporary recreational (soccer) and municipal uses for the site. After evaluating temporary soccer fields, the Public Parks and Property Ad Hoc Committee (Conrad and Riggins) determined that permanent soccer fields, a maintenance yard, and a day-use impound tow yard would best serve community needs.

Multipurpose Fields

The preliminary design includes two regulation-size soccer fields; a facility currently unavailable at City-owned facilities. These fields would allow youth players in the American Youth Soccer Organization (AYSO)16U–19U divisions to compete and practice locally rather than traveling outside the City. The fields could also be configured into smaller playing areas to support additional soccer games and practices.  The multipurpose fields could also be used for other sports such as flag football, lacrosse, ultimate Frisbee, grass volleyball, and more. Additionally, open field space could be used for community events such as CineMalibu movies in the park, concerts in the park, arts and cultural events, and more. Recreation programming such as parent and me soccer, dog obedience classes, or Senior fitness classes could also take place on the property.

Maintenance Yard

The proposed maintenance yard would centralize Public Works and Parks Maintenance operations by providing secure storage for vehicles, equipment, tools, and materials. Ongoing rental expenses currently incurred in the Civic Center area for a maintenance yard would also be eliminated.

Day-Use Impound Tow Yard

On July 14, 2025, Council directed staff to include a temporary, year-round impound tow yard on the Ioki property. Recommended by the Public Safety Commission following a multi-year site evaluation, the facility would accommodate approximately 65 vehicles and allow towing enforcement year-round within the City limits. In 2026, enforcement related to impounded vehicles is only done on weekends from Memorial Day to Labor Day in Western Malibu. In addition to providing the City with the ability to move vehicles that are creating a safety hazard, a year-round impound lot could also yield more than $500,000 in fines that would help support City services. Vehicles would be removed daily, and security measures would include perimeter fencing, privacy screening, and on-site personnel.

Heathercliff Property

The Heathercliff Property is envisioned as a multi-generational community center and park that provides recreation, wellness, and community gathering opportunities for residents of all ages and abilities.

The proposed community center, totaling approximately 21,800 square feet, includes:

  • Staff offices
  • Potential library service counter

The facility would also include an Emergency Operations Center (EOC) with accessible loading and staging areas to support emergency response and community resilience efforts.

The project includes a partially submerged parking structure with capacity for 200 vehicles, meeting Measure R and M funding requirements. Additional site improvements include:

Triangle Lot Property

The Triangle Lot has been identified as a potential location for a future Malibu Trolley Lot concept proposed by the PaliBu Chamber of Commerce.
